Why this is separate from the update verdict
The update verdict reads the support forum for the release you are on — a version ships, complaints spike, the verdict turns. It is silent about a plugin nobody maintains, because an unmaintained plugin ships no releases and so draws no complaints. The quietest plugin on a site can be the one to worry about.
This reads what a page exposes, not an inventory. A site that combines or minifies its assets shows few plugins or none, and a plugin with no front-end files never appears at all. Plugins outside the wordpress.org directory are listed and not judged — there is no public record to read. Nothing here says a site is safe.
